The Assistant Manager of Light Rail Maintenance of Way (MOW) is responsible for the effective and efficient planning and coordination of infrastructure maintenance and repair activities, including inspection, installation and the modification of equipment. This role directly supervises Light Rail MOW Supervisors. The Assistant Manager ensures all activities align with Federal Transit Administration (FTA) regulations and organizational standards while fostering a culture of safety.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Assists with the recruitment of staff, including interviewing, hiring, assigning work, training, coaching and counseling to ensure consistent application of employee guidelines, processes and procedures.
  • Conducts performance reviews and periodic discussions with direct reports to ensure optimal performance of their responsibilities.
  • Directs staff in the implementation of the Light Rail Maintenance programs involving all MOW infrastructure components including Traction Power, Signal Systems, Rail, HVAC and the Overhead Catenary System to include review and submittal preparation for approval and implementation of system alterations and modifications.
  • Consults with Legal, Human Resources and Labor Relations departments regarding employee relations issues and policies and procedures. Ensures adherence to the Collective Bargaining Agreement (CBA) and applies provisions in accordance with guidelines.
  • Manages and assists in the coordination and approval of 3rd party access to Light Rail infrastructure within the guideway, and monitors adherence to specialized tasks, permitting processes and safety rules.
  • Ensures compliance with all Local, State and Federal regulations including Federal Transit Administration (FTA) and Colorado Public Utilities Commission (CPUC) rulings, Fire Department regulations, FMLA and ADA.
  • Consults with Legal, Human Resources and Labor Relations regarding employee relations issues, policies and procedures, ensures adherence to the Collective Bargaining Agreement (CBA) and applies provisions in accordance with guidelines.
  • Performs all other job-related duties as assigned

QUALIFICATIONS:

  • Associate's degree in electrical technology or a closely related field of study, or two years of college level course work. A Bachelor's degree is preferred.
  • A minimum of three (3) years of experience in at least one of the major Light Rail Maintenance of Way disciplines or combination of: electrical/electronic technology, mechanical technology and concepts, electrical distribution, track maintenance, railway signal system technology or programmable logic controllers.
  • A minimum of two (2) years of supervisory experience in a passenger transit maintenance environment. Light Rail supervisory experience is preferred.
  • A minimum of three (3) years of experience in electrical and mechanical technology and concepts, track maintenance, or railway signal systems.
  • Proficiency in electrical safety practices and track safety standards, including vehicle/track rail system safety regulations and MOW safety practices.
  • Proficiency in maintenance operations, policies and procedures.
  • Proficient with Enterprise Asset Management systems and Microsoft Office Suite.
  • Ability to communicate effectively, verbally and in writing.
  • Ability to use sound judgment.
  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.
  • Ability to work various shifts, holidays and special events.

The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds.

  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

  • While performing the duties of this position, the employee is frequently exposed to moving mechanical parts, moving trains, risk of electrical shock and vibration. The employee is occasionally exposed to wet and/or humid conditions; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; explosives and risk of radiation. The noise level in the work environment is usually moderate to high.

Pay Range:

$92,003.00 - $129,954.50 Annual
