Park Maintenance Supervisor - Parks (Finance)



The Riverside County Regional Park and Open-Space District is seeking a Park Maintenance Supervisor - Parks located in Hemet. This position is based out of the satellite office located at Goodhart Ranch.

The Multiple Species Habitat Conservation Plan (MSHCP) Park Maintenance Supervisor will provide day-to-day supervision of Park Maintenance Worker staff in a wildland setting. This incumbent will oversee and participate in a variety of projects across Western Riverside County on lands conserved by the Western Riverside County Regional Conservation Authority as part of the County's MSHCP.

The Park Maintenance Supervisor will actively participate in fieldwork alongside staff while overseeing and managing projects in close coordination with the Natural Resources Manager and Parks Ranger Supervisor. The selected candidate will also be responsible for creating, tracking, executing, and reporting on project work lists. Projects may include weed abatement, fencing and gate fabrication and installation, illegal dumping and homeless encampment cleanup, habitat restoration, small construction projects, road grading, and public engagement. This position will also be responsible for managing large recurring and new purchases. Additional duties include collaborating with local, state, and federal agencies to protect MSHCP-conserved lands and properties. The Park Maintenance Supervisor will work with the team to prioritize projects with sensitive natural resources in mind, ensure that management activities comply with all state and federal regulations, actively participate in County Homeless Outreach programs, and manage encampment removals and cleanups.

The department seeks candidates with experience in general land management and maintenance, ArcGIS, homelessness programs and/or solutions, fiscal budget management, and operation of a wide range of equipment from string trimmers to large tractors.

The schedule for this position is a 9/80 with every other Monday off.

The Park Maintenance Supervisor - Parks is a supervisory level classification and reports to an Area Park Manager. Incumbents are assigned to a County park area which has intensive maintenance needs due to having numerous recreational and camping facilities, heavy public use, and extensive development.

Click here to learn about the benefits of working for the County of Riverside. • Plan, schedule, assign, supervise, evaluate and participate in the work of staff engaged in the maintenance of a reserve system; train subordinate personnel in departmental practices, policies, and procedures; perform, provide technical guidance to staff, and direct staff in the performance of minor construction, maintenance, and repair of reserve infrastructure.

• Participate in hiring, promoting, disciplining, and terminating subordinate personnel.

• Answer public inquiries, forwarding complaints or issues to supervisor; provide assistance in emergency situations.

• Inspect reserve areas to evaluate existing conditions, determine areas needing maintenance or improvement work, and identify more efficient operational procedures, or correctional actions needed to minimize safety hazards.

• Discuss work projects with supervisor and lead workers; provide information on anticipated equipment, supply and personnel needs for budget purposes.

• Prepare reports and maintain accurate records on materials, equipment, and personnel usage; request equipment and supplies; inform supervisor on progress of work. OPTION I

Experience: Four years of performing skilled and semi-skilled building and ground maintenance work which includes two years in a park or closely related setting. (College level courses from an accredited college or university may substitute for up to two years of the non-specialized experience on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)

OPTION II

Experience: One year as a Lead Park Maintenance Worker with the County of Riverside.

License: Possession of a valid California Class C Driver's License at the time of application is required, as the incumbent will be driving a County vehicle to off-site locations.

Physical Exposures: The Park Maintenance Supervisor - Parks role involves extensive hiking, kneeling, bending, standing, using hand tools, climbing, and operating machinery. The position requires working in varied weather conditions, handling chemicals, adhering to welding safety protocols, managing high noise levels, and moving heavy objects. Workers may be exposed to wild and domestic animals, as well as hazardous plants such as rattlesnakes, bees, wild boars, mountain lions, dogs, poison oak, and stinging nettles. Occasional exposure to strong or unpleasant natural and environmental odors such as decaying vegetation, wildlife, or refuse will occur in outdoor park settings.

Knowledge of: Park policies and procedures; principles of supervision; the methods, tools, and materials used in park maintenance and construction work; grounds keeping and the care and propagation of plants, ground cover, shrubs, and trees; procedures and safety techniques used in performing maintenance and minor construction projects.

Ability to: Identify needed repairs or maintenance work; plan, supervise, and inspect the work of park staff; train and motivate staff members in all phases of park maintenance work, safety techniques, and courteous dealing with the public; prepare cost and material estimates, requisitions, and reports; communicate effectively; establish and maintain effective working relationships.

Some Regional Park and Open-Space District Park Maintenance Supervisor - Parks positions are designated by the Department of Transportation (DOT) as safety-sensitive.

For those positions designated by the Department of Transportation (DOT) as safety-sensitive, applicants are required to complete a DOT mandated alcohol and drug-screening. (A positive test or refusal to test during the past two years will disqualify an applicant from consideration for County employment). Reference checks from former DOT regulated employers are also required. Applicants must submit a Department of Motor Vehicles (DMV) driving record prior to hire.

Employees in safety-sensitive positions are subject to DOT alcohol/drug testing in the following situations: random, reasonable suspicion/cause, return-to-duty, and post-accident.
