Code Enforcement Official - At-Will Appointment (Finance)
The Code Enforcement Official is a single-position classification, reporting to the Transportation and Land Management Agency (TLMA) Director and is responsible for managing specialized and technical assignments of the Code Enforcement Department. The incumbent will manage, through subordinate staff, Code Enforcement Officers, their supervisors and support staff in carrying out enforcement of an array of local ordinances and codes including the County zoning ordinance, zoning and subdivision conditions of approval, grading policies, noise and off-highway vehicle ordinances, substandard building ordinances, several RV and commercial truck parking ordinances, and rubbish and litter control ordinances. The activities of this department will require the development of close working relationships with diverse agencies including the Sheriff's Department, County Counsel, the District Attorney, Environmental Health, Fire, Planning, Building and Safety Departments, Waste Management, and the California Highway Patrol. The Code Enforcement Official differs from the TLMA Director by the latter's overall responsibility to direct those County government functions which provide transportation, code enforcement, survey, land use planning, and building and safety services to the citizens of Riverside County.
This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (1) of the County Management Resolution and serves at the pleasure of the TLMA Director.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.• Plan, organize and direct the operations of code enforcement officers and support staff in the areas of land use code enforcement; interpret legislation and codes to determine guidelines for enforcement; formulate and implement departmental policy.
• Prepare or direct the preparation of the budget; control revenues and expenditures.
• Advise the Board of Supervisors and other public officials and agencies on matters related to the Code Enforcement Department programs.
• Interview and hire employees; direct the training and performance evaluation of employees.
• Recommend to the Board of Supervisors the revision of ordinances and adoption of codes.
• Manage the investigation of violations of complex, controversial or politically sensitive code enforcement cases; ensure that detailed and comprehensive technical case documentation and reports are prepared, accurate and sufficient for use in the courts in pursuit of legal action against violators; determine the necessity for issuance of legal complaints; may represent the interest of the County as a witness in court.
• Coordinate the work of the department with other entities; speak before civic and professional groups to explain the Code Enforcement Department programs.
• Confer and correspond with other technical and professional personnel regarding the interpretation and evaluation of land use, substandard building ordinances, zoning, and other relevant codes and ordinances.Education: Graduation from an accredited college or university with a bachelor's degree, preferably with major course work in planning, public administration, business administration, engineering, criminal justice, law enforcement, or a closely related field. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of education.)
Experience: Five years of professional work experience in a department or public agency dealing with code enforcement, community improvement, economic development, land use, zoning, building, public law, public safety, or public administration. Three years of the required experience must have been in a management capacity.
Knowledge of: Principles and practices of management; community improvement methods; state laws and County codes and ordinances governing land use, zoning and related code provisions; techniques of investigation, including interviewing and fact finding, related to code and ordinance enforcement, and the elements of planning and zoning theory.
Ability to: Analyze, interpret and accurately review citations, public complaints and formal appeals; develop and implement community and neighborhood improvement strategic plans; maintain cooperative working relationships with others; prepare clear and comprehensive written reports and correspondence; organize, conduct, implement, and evaluate employee training programs; interpret legislation, codes, regulations, ordinances, and policies to prepare written procedures for code enforcement; maintain composure and deal tactfully and effectively with irate reporting parties and code violators; assist residents with problem solving neighborhood issues; maintain databases and spreadsheets of cases and time labor information using a personal computer.
